If you had C$10.9 million to improve EV charging across a country, where would you spend it?
The most obvious answer would be: buy more chargers.
Build more stations, add more charging points and fill the remaining gaps on the map. If enough chargers are installed, the problem should gradually disappear.
Canada’s latest funding decision offers a slightly different answer: spend most of the money on chargers—but not all of it.
In July 2026, the Government of Canada announced approximately C$10.9 million in funding for 22 EV charging infrastructure and education projects across the country.
According to the official project list, nine infrastructure projects are expected to install around 372 EV chargers and receive approximately C$8.97 million. Another 13 projects will receive roughly C$1.97 million for fire safety guidance, fleet planning, support for parking and apartment charging, winter test drives and public education.
In other words, about 82% of the funding will support physical charging equipment. The remaining 18% will address problems that cannot be solved by hardware alone.
From Expanding Coverage to Reducing Peak-Hour Queues
The largest individual award is C$5 million for Hydro-Québec, which plans to install 100 Level 3 fast chargers in Quebec.
What makes the project interesting is that its main purpose is not simply to place charging stations in more locations.
The new chargers will be installed at existing Electric Circuit sites or nearby, increasing capacity, reducing waiting times and improving access to public charging during peak periods.
This reflects an important change in the development of charging networks.
During the early stages of deployment, the main question is coverage: Does a city have a charging station? Can a driver find another charger along the next section of a motorway?
As the number of EVs increases, the question becomes one of capacity. A charging station may already appear on the map, but what happens when several drivers arrive at the same time? Can the site accommodate growing demand without creating long queues?

It will not directly add chargers to the network.

Before procurement, a charging project may require site selection, electrical capacity assessments, permits, fire safety reviews and coordination between several stakeholders. After installation, the equipment still needs to be connected to a management platform, maintained and introduced to users.
A knowledge gap at any of these stages can delay the deployment of hardware that is otherwise ready to be installed.
In Cold Regions, Real Experience Can Be More Persuasive Than Specifications
In Alberta’s Bow Valley, another project will offer winter EV test drives, charging demonstrations and practical education.
The project will receive only around C$45,000, making it one of the smaller items in the funding package. Yet it addresses a highly specific concern: uncertainty about EV use and charging in cold weather.
Marketing materials can tell consumers that EVs work in winter. Technical documents can explain how low temperatures affect range and charging performance.
For someone who remains uncertain, however, driving an EV in winter, finding a charging station and completing a charging session may be more convincing than reading several pages of specifications.
Similar programmes will bring test drives and charging demonstrations to rural areas, Indigenous communities and northern Canada. Some will use vehicles equipped with mobile charging systems to bring hands-on education directly to local communities.
What is missing in these locations may not be another charger. It may be one real experience that turns an unfamiliar process into something understandable.
Why Can Education Be Considered Part of Charging Infrastructure?
When we talk about charging infrastructure, we normally think about cables, electrical cabinets, chargers and parking spaces.
But infrastructure creates value only when it can be planned, approved, constructed and used continuously.
If an apartment manager does not know how to allocate electrical capacity, the project may never begin.
If a fleet manager cannot estimate how many chargers are required, an electrification plan may be delayed.
If a parking operator does not understand the installation and operating process, clear market demand may still fail to become a real project.
If consumers avoid EVs because they remain uncertain about winter charging, existing public charging stations may not be fully utilised.
None of these problems can be solved simply by adding one more charger.
Canada’s funding decision does not suggest that hardware deployment is becoming less important. On the contrary, most of the money will still support the installation of charging equipment.
The difference is that the policy also recognises the hidden costs surrounding deployment: the cost of understanding, planning, coordination and user confidence.
What Does This Mean for the Charging Equipment Industry?
The development of charging infrastructure has traditionally been measured by the number of stations built and chargers installed.
In the future, the market may ask a wider set of questions:
- Are chargers being installed where additional capacity is genuinely needed?
- Do project stakeholders understand how to plan, install and integrate the equipment?
- Can operators manage, maintain and upgrade it efficiently?
- Can a first-time user complete a charging session without unnecessary difficulty?
- When something goes wrong, can site personnel understand and resolve the problem?
This means equipment manufacturers cannot deliver only a machine capable of supplying power.
Clear technical documentation, platform integration, installation and training support, ease of maintenance and long-term upgradeability can all affect whether a charging project becomes operational.

These investments will not immediately add another icon to a charging map.

The next stage of charging infrastructure competition may not be defined only by how many chargers are installed.
